Members from the South Pacific are Papua New Guinea, Solomon Islands, Vanuatu, Fiji and Kanak which represents New Caledonia. Geopolitically, this area is very important for Indonesia because it is a neighbor and has a direct border. Especially in 2015 the regional organization Melanesian Spearhead Group (MSG) accepted the United Liberation Movement for West Papua (ULMWP), which is part of the Free Papua Organization, to become an observer member of the MSG. This research aims to examine challenges Indonesia's foreign policy in the South Pacific region during the President Joko Widodo (2014-2022). Qualitative research and descriptive Analysis methods that researchers use for this research use the concept of external situations and conditions (external settings) in the study of foreign policy. The results of this research are the first and main challenge, namely the development of the Papua issue in MSG and there is support from Vanuatu, inconsistent support from PNG and the Solomon Islands. Secondly, the Papua issue is also discussed at the civil society level such as Non-Governmental Organizations (NGOs), journalists, churc council, activists and students. The method used is a qualitative descriptive method with 7 (seven) informants and using data collection techniques and tools in the form of observation, interviews and documentation. The results of the research show that the role of the Village Government in empowering farmer groups has been running but is not yet optimal. For the government's role as a regulator, there are already authorities and regulations for community empowerment, one of which is in developing farming communities to form farmer groups. Furthermore, the dynamist aspect for implementing the dynamator. The Village Government has carried out these activities but it is not yet in accordance with what the farming group community wants. Furthermore, in the facilitator aspect, the Village Government has also impl emented it by providing facilities for the farmer group community to use, but in its implementation not all farmer groups have experienced the services provided. However, the reconstruction of the area carried out for the welfare of this community has not succeeded; in fact, it remains an area that has eventually suffered post-construction failure. This research uses qualitative research methods with a library study approach. As for the area that succeeded in post-development, it was the village of Watu Omok, which saw some improvement. It's because of the support of the public and the government, compliance with conditions, SDA, and even development. Meanwhile, Papua has become a potentially unsuccessful region due to a lack of regional fulfillment. Research in Luwu Regency, with a sample of 18 villages from 3 selected sub-districts, which geographically are located on average above 100 m above sea level and quite far from the center of the Regency Capital. Data analysis using a mix method. The research results show that quantitatively the village legislation process with the variable actor involvement in the village legislation process has a significantly positive influence on the village legislation process with a significance value of 0.000&lt;0.05. The activeness variable shows that there is no significant influence on the village legislative process (significance value 0.347&gt; 0.05). Meanwhile, on the competency variable there is a significant influence with a value of 0.027&lt;0.05. This shows that an active role does not make a positive contribution to the village legislative process, which can reflect the representation of community aspirations. The village legislation process (formation of village development plan regulations) in the sample consists of; initiation stage; socio-political stage, and juridical stage.</em></p> A. This research uses a descriptive qualitative approach. Location research was conducted in Sorong City, precisely at the Sorong City Manpower Office as the authorized agency in the implementation of Bantuan Tangan Kasih. Data collection techniques were carried out using observation, interview and documentation methods. The data analysis technique uses the Huberman and Miles interactive analysis model, namely, data reduction, data display, conclusion drawing. Bantuan Tangan Kasih is a social assistance program that focuses on people who are not validated as beneficiaries of social assistance from the government, for example, BPNT, BLT, PKH or other similar social assistance. The principle of no left behind is a form of government partiality to people who are economically disadvantaged but not validated as recipients of government assistance or complementary social assistance. The alignment aspect of the Sorong City Government is clearly visible after the implementation process which includes data collection of prospective recipients, distribution and reports on the results of the implementation of the Bantuan Tangan Kasih Assistance has been completed. From 2020 to 2022, the Hand of Love Assistance in Sorong City has been implemented well and received a positive response from the community.
